Assume source file A is under the GPL.  The patch describes the code 
that must be added or removed to go from source file A to source file B. 
  Thus, all the code in the patch is from A or B.  Since modified 
versions of GPL code must be licensed under the GPL, B is also under the 
GPL.  Thus, all the code in the patch is licensed under the GPL.
