Under option 6 d of the current GPL v3 draft, that would suffice to
meet their source requirements.  However it does not meet their
requirements for the GPL v2.  People who manage to download the binary
and don't get the source at the same time have the right to get source
later.

I suspect that the additional annoyance was an oversight in the GPL
v2, which is why it is fixed in the GPL v3.
