It probably "qualifies" in that it is compliant with the OSD 
(http://opensource.org/docs/definition.php).  However, I doubt it would 
ever be approved because it fulfills the exact same role as many other 
OSD-certified licenses, such as Fair License 
(http://opensource.org/licenses/fair.php) and the New BSD 
(http://opensource.org/licenses/bsd-license.php).

Remember, though, you can not call it OSI-certified unless it is 
approved (upon which it will be added to the site).

If you really want to seek approval for it, carefully follow the 
instructions at 
http://opensource.org/docs/certification_mark.php#approval and it will 
be considered.
