Hi David,

Frankly, I am not sure which license you mean. The SSLeay (later used 
in OpenSSL) license is part of the TCL 1.0, but is not part of the TCL 
2.0.

As far as I know, there is no SSLeay advertising clause in the TCL 
2.0.
