Fair enough.

Many licenses (including the OSL 3.0 if the copyright notices reside solely
in each source-code file) have the license in each individual file. The GPL
works this way. Clearly it is not the intent (one hopes) that each file is
an individual work. There thus appears to be a problem (in the ABCD
scenario) that it is difficult to tell (without license guidance) whether
the license is for A+B+C+D or for each of A,B,C,D. So the point here I
guess is that it is as important that the license defines precisely the
extent of the work(s) covered.
