Admirable for its brevity!  However, in a web services context, the 
requirement to "notify any entity that uses the works" could
certainly be construed to require a banner notice on every view
of a page served by covered code -- perhaps not what you intended.
You might consider falling back to a specific requirement to
reproduce the notice in source code and product documentation.
