For Approval: Microsoft Permissive License

Has the  OSI ever  insisted that licenses  should be submitted  by the
party issuing it?

I recall  somebody posting  here that anybody  may post a  license for
approval. 

I am not very keen of  the Microsoft license, but asking only to avoid
complaints of double standards.
