Well, there actually is, kinda, sorta.  It's the definition
of whose votes are binding.  Having a vote on a mailing
list when the votes aren't binding is another avenue to
trouble.  As if there weren't enough already. :-)

When I joined the OSI board last year, I was frankly surprised
that tne bylaws and articles of incorporation weren't on the
Web site.  And that minutes from past board meetings were from
sketchy to nonexistent/unavailable.

I've been advocating portions of the Apache model where they
seem to make sense at OSI.  I, too, think that OSI's public
business should be done openly and transparently.  But we're
not there yet.

For a start, the bylaws are supposed to be on the site.  I don't
see them there yet; probably our volunteer webmaster hasn't
gotten to it yet.  (I just finished HTMLising them and adding the
amendments a few days ago.)  Until they're visible on the OpenSource.Org
site proper, you can find a copy at http://Ken.Coar.Org/osi-bylaws

Another aspect of transparency that's being worked on I'll
