Sorry, that's not my intent, I'm simply misunderstanding it.

Do you mean that the notion of requiring attribution, absent knowing
the actual form of attribution that is mandated, does not in and of
itself constitute a meaningful restriction, or do you mean that there
is no possible form of mandated attribution that would ever constitute
a meaningful restriction?
