Case 2a: Google creates a modified Linux system for use within a
companies firewall, pre-installs it on a dedicated server box, but
doesn't sell that box to their customer (instead, they either lease or
rent it to them). Is this distribution under the OSL or GPL?

Case 2b: An outsourced network security firm creates a similar
pre-loaded appliance that is installed at their client's site, and also
does not sell the box to the client. However, unlike 2a, the client
corporation never interacts with the security appliance box themselves,
it  just enables the security company's monitoring services. Is this
distribution under the GPL or OSL? Would this trigger reciprocity under
the OSL 2.1 or AGPL?
