Simple OS license?

Hi

Will the license listed below be compatible with opensource standards?
It is a template as published by Microsoft on their workspaces website
(http://www.gotdotnet.com/community/workspaces/)
I am considering this license because:
      It is short.
      It allows commercial derivatives. ie. should be non viral, and
compatible with most other OS licenses.

NB. Will it be compatible with other licenses? Especially ones like GNU
GPL?
Example: Will a library written under this license be includable in another
os project?
If it is not compatible. Please advice on a license that is similar to the
LGPL, but with more allowance for commercial distribution.
