Must publish vs. must supply

Hello all,
Some licenses have a 'must publish' requirements,
others have a 'must supply' requirement, and yet
others have neither.
The BXAPL (see http://www.bixoft.nl/english/license.htm)
currently has both - which is definitely an overkill,
even though it grants users the right to keep their
modifications entirely private. That is: one either keeps
all modifications private, or they are published to
public in general. Selective distribution is not
allowed. Users who fail to comply are obligated to
supply their modifications upon request.
>From various discussions in the past I have surmised
that either requirement as mentioned above is not being
looked upon very favorably. Which one would be the
best to keep in? Is there another way to ensure that
modifications are either not published at all or to
the public in general - not to a selected audience.
