You might be able to consider a dual licensing approach in which your second
license would cover government uses, including military uses. Instead of
discriminating against government use, generally, your second license would
set out your conditions for the license which could include an exclusion of
use of software for devices that [ ?]. Although this second license will not
be compatible with the GNU GPL, it certainly might be open source software,
depending on the terms you establish.
