They could not.  But your license seems to me clearly OSD-compliant
and Free-Software compliant as well; it is essentially equivalent
to the Old BSD license, except for the PGP signature.

I would urge you, however, to request certification for a template
form of your license, similar to the BSD template, so that others
can use it by changing the author's name, professional identificaiton,
URL, and signature.
