QPL likewise requires changes be submitted, and is likewise widely
disdained.

Although GPL does not require that the changes be given back to the
"original author", the changes have a much better chance of reaching you
because it's not solely at the discretion of the "modifying author" - any
user who receives the modified version may, at their option, send you a
patch.

Make sure your version is the best maintained, the best managed, the most
visible version of your app.  If you're the original author / copyright
holder, that's a big trump card but it isn't everything.

If you are the de facto maintainer of the software, and everyone knows that,
then if there are useful patches out there, they'll tend to find their way
to you.
