This analogy is false.  The GPL:

	allows derivative works to be made,
		provided the source code for all of the work is freely available
			except for the source code for portions bundled with the OS.

The OML:

	allows distribution with an operating system
		provided the source to the OS kernel is freely available.

So you may create a derivative work from a GPL'ed work to run on Solaris
or Windows NT without having to distribute the licenses for Solaris or
Win32 libraries.  You may not create a derivative work from an OML'ed
work to run on Solaris or Windows NT at all.
