Is the list currently prioritised? One way that it seems it may be
prioritised currently is by the standing of the group submitting the
license, and I feel that that is an unfair system. If the system is not like
that, I apologise, but it seems that it may have unintentionally become like
that.

The best way to prioritise is by relative complexity - simple licenses dealt
with first. Aside from that, first-come-first-served is by all accounts most
fair
