That wasn't the feeling while we were composing the DFSG - go check the mail
archive. It's available to the most people in the easiest possible manner,
without any handling required of the software producer after the original
upload. If you don't have easy access to the Internet, you know someone who
does and can put up or retrieve a file for you, even if they don't live in
the same country as you.
