[CAVO] Open source elections software

Dear CAVO:

For the most part, the components of any election software that CAVO or its
partners create will be distributed for free under an open source copyleft
license. That is our current plan. There will inevitably be implementations
using Linux, Android, and network provider software as the underlying
technology, with our election-specific applications on top. To the maximum
extent possible, we will take advantage of free, industry-standard
components. (Details hopefully to follow by others on this list....)

With funding and leadership from the State of California and Secretary of
State, and our strong technical skills, CAVO and other participants will be
able to create a successful elections package.

We gain much by working with commercial companies on open source and open
standards applications. We expect these companies to improve our work, but
because of copyleft provisions we will always be able to use their
improvements ourselves. This is win-win.

We shouldn't exclude any existing commercial companies from participating in
this California open source venture. We need their help to make this
function. The resulting software will be open source, but each of those
companies will be able to bring its own expertise to make actual California
electronic voting work. I want specifically to invite my friends at several
large, open source software companies (you know their names!) to join us.
This is where we all need to tickle our networks to invite participants.

/Larry
