[CAVO] licensing considerations

Thanks Stephanie.

Part of the eco-system is to educate the jurisdictions as to GPL and other
best practices . We note Microsoft is a partner in the Texas project.

We must advise these jurisdictions as they have no open source knowledge We
do not want the blind horse reading the map.   The officials are prone to
get their narratives from vendors.. and that is just another slippery slope
imo
