Klaus, I'm now really confused.
If VIP isn't a specification for a standard, then is it merely source code
for a potential GPLv3 program? In what way is it special to OSET?

Actually VIP is a Specification, not a Standard. There is a difference
between the two, the same way that not all FOSS licenses are the same.
