[beyond-licensing] Save the Date: Beyond Licensing Town Hall in Boston, 21 April 2016

Yeah, this isn't so much a meeting of the Beyond Licensing WG, as it is
a general gathering of whoever happens to be local to Boston, and a
chance to announce the Beyond Licensing WG. (In theory, the WG will be
officially launched in the board meeting earlier that day.)
We should do a real meeting for Beyond Licensing, probably later, and
probably connected with some other event where a good number of the WG
participants will be attending anyway. Maybe a dinner at OSCON?
