[beyond-licensing] quick review of scope, resources, and goals

The difference between a mailing list and an "official" working group is
a simple process where we explain to the OSI board what we want to do,
and the board says "that makes sense". I've put together a first draft
using the standard template, could you all take a look and see whether
I've captured the idea behind the group? Feel free to suggest any
changes or make them directly to the wiki page:

Karl, no obligation to be chair of the group, you were the first
volunteer and the one who named the group, so seemed like a logical fit.
The next board meeting where this proposal will be reviewed is Thursday
April 21st. Carry on with work in the meantime, the "official" aspect is
mainly only relevant for recruiting participants, and so we have a clear
relationship with the board established when we get around to publishing
principles documents to the main OSI website.
